COP IX Decision

NEW PARA:

Recognizing the importance of the full and effective participation of IP and LC in the elaboration of an ABS IR,

Reasoning found in COP VIII/4:

“Recalling also its decision VIII/5 C, on collaboration between the Ad Hoc Open-ended Working Group on Access and Benefit-sharing and the Ad Hoc Open-ended Inter-Sessional Working Group on Article 8(j) and Related Provisions and the participation of INDIGENOUS and local communities to the fulfilment of the mandate of the Ad Hoc OEWG on ABS;”

PARA 13:

Authorizes the Co-Chairs to convene a group of technical experts, including the participation of experts of IP and LC, with balanced geographic representation to examine technical issues arising from the negotiation of an IR;

Reasoning: Technical experts meeting on certificates only included one indigenous rep.

PARA 15:

Requests the Co-Chairs of the WG to carry out bilateral and regional consultations, workshops particularly with IPs and LC, during the intersessional period in order to advance the negotiations and calls upon the donors countries and relevant organizations to provide the financial access necessary for such consultations and for the timely and successful completion of negotiations;

PARA 16:

Invites UNEP, in close consultation with the Secretariat, to support and facilitate regional consultations, to carry out capacity-development activities related to access and benefit-sharing and to contribute to raising awareness to the issue of ABS among decision-makers, including IP and LC, and relevant stakeholders;
