I AM SPEAKING FOR THE ASIAN INDIGENOUS PEOPLE CAUCUS SPECIFICALLY ON 3.1(b)


Thank you distinguished Co-Chairs,

I am speaking for the Asian Indigenous Peoples’ Caucus specifically on 3.1(b).

Since ABS5, the WG8j and Related Provisions held its fifth meeting in Montreal, which regretfully failed to give guidance for ABS6 on the matter of Traditional Knowledge and Genetic Resources. The treatment of Traditional Knowledge associated with Genetic Resources within a possible Internationally Recognised Certificate of Compliance/Source/Legal Provenance was likewise undiscussed and an inter-sessional process remains undecided.

Because an Internationally Recognised Certificate of Source, Origin, Legal Provenance is a central tool in ensuring compliance with ABS provisions, laws and agreements, indigenous peoples are concerned that all GR and associated TK of indigenous peoples are adequately monitored in user countries. Certificates should include the name of the relevant indigenous peoples providing GR and associated TK.

In light of the lack of guidance from WG8j5, it is urgent that ABS6 agree an inter-sessional process to focus on this important but complex matter. The Asian Indigenous Peoples’ Caucus would like to propose that Parties organise national and regional workshops with indigenous and local communities, and ABS6 recommend an International Expert Workshop, reports of which can be submitted to the next meeting of WGABS7.

Mr Co- Chairs, the Lima Expert Meeting acknowledged a need for further work on this topic, and we stand ready to work with parties to carry out this outstanding work.
